    "This officer commanded the first Canadian General Hospital while operating in the Netherlands. Many Dutch wounded were treated in this hospital and, not infrequently, assistance was rendered to civilian. By his never failing tact, courtesy and consideration for others, he did much to bind the friendly relations existing between the two countries. His capable control of the administration and the technical functioning of his unit ensured its efficient operation at all times."
