Willem A. Dibbits was Reserve 1e Luitenant (1st Lieutenant of reserves) with the Wapen der Infanterie (Infantry) and member of the resistance.

He has distinguished himself by exceptional courageous and tactful deeds in combat against the enemy by organising the services of one of the largest intelligence groups in the last years of the occupation in the northern part of the Netherlands, working in co-operation with the Bureau of Intelligence of the Dutch Government and delivering good military intellingence thanks to his numerous connections.
Subsequently by maintaining his lines of communication under the most trying conditions by setting up a fast acting network of couriers. Furthermore by not limitimg his intelligence work to the Netherlands only but also, despite poor means, to set up his organisation on German soil. By this conduct having rendered important services to the Allied conduct of the war and the Dutch Government.
