"Lieutenant Colonel D.B. Vale, O.B.E., performed meritorious services to the cause of the Allied war effort from March 1942 to July 1945. As a General Staff Officer, first grade, in the Office of Military Operations 1 (o), British War Office, and member of the Army Assignment Sub-Committees of the London Munitions Assignment Board, Colonel Vale so conducted himself that he earned and enjoyed the complete respect and confidence of all American officers which whom he had contact. Through his exceptional ability, high integrity, diplomacy and fair-mindedness, Colonel Vale both ably represented his own country and contributed immeasurably to the objectives of the Combined Munitions Assignments Boards in achieving an equitable distribution of ground material as between British Forces and the Forces of the Allied Nations. His sound judgment and understanding of United States as well as British supply problems contributed considerably to the combined military effort, and his services reflected high credit on himself in the cause of the Allied war effort."
