Recommendation:
On mobilization this officer was appointed A.A. and Q.M.G. 1 Canadian Division. He proceeded overseas in the fall of 1939, and was appointed Deputy Adjutant-General at Canadian Military Headquarters, London, in July 1940. He was largely responsible for the organization and development of the Adjutant General and Quartermaster General's branch of the staff and the efficient operation of the services which this branch controls was due, in a large measure, to his skill, forethought and administrative ability. He returned to Canada in October 1940 to command 3 Canadian Division and was responsible for the organization and training of this division in its earlier stages and carried out this difficult task with energy, skill and efficiency. He was appointed to command 5 Canadian Armoured Division in March 1941 and was therefore responsible for the organization and training of Canada's first armoured division. In the performance of this difficult task he displayed tact, initiative and leadership of a high order and the satisfactory state of organization, training and discipline of 5 Canadian Armoured Division when it arrived in the United Kingdom in November is due largely to the high quality of this officer's service. He was appointed to command 2 Canadian Corps in January 1943, the post he at present holds. He has at all times discharged his duties with zeal and determination. He carried out through successfully the particularly difficult task of organizing and preparing 2 Canadian Infantry Brigade for employment in the Norway expedition. He has made an outstanding contribution toward the efficiency of the Canadian Army and is deserving of the highest commendation.
