"During the operation at Dieppe, 19 August 1942, Company Sergeant-Major Dean was attached to Battalion Headquarters, the Royal Hamilton Light Infantry as liaison between Command Group Protective Platoon Mortars and Forward Observation Officer.
In carrying out this duty he continued to move to and fro between the parties with which he was to maintain liaison with great courage and determination under heavy enemy fire and in addition displayed great initiative in directing and controlling the fire of these parties, a fire which proved most effective. Subsequently he assisted materially in directing the withdrawal to the beaches and in the picking up of wounded.
Company Sergeant-Major Dean's actions throughout the operation displayed great courage and devotion to duty. His excellent personal example inspired his men exceedingly."
