"Major Arthur Henry Salway, (then Captain), British Army, performed meritorious service in connection with the Allied Military Government in Italy from May 1944 to May 1945. As a Civil Affairs Officer serving with the American Fifth Army he quickly and efficiently dealt with immediate problems, established local government, and supplied and distributed food to thousands of refugees. He materially contributed to the success of Allied Forces in the Mediterranean Theater."
