    "Major The Honourable Denys D. Buckley, British Army, performed meritorious services to the cause of the Allied war effort from July 1943 to July 1945. As a General Staff Officer, second grade, assigned to the British War Office, Signals 1 (c), and as a member of the Army Signals Assignment Sub-Committee of the London Munitions Assignment Board, Major Buckley so conducted himself that he earned and enjoyed the complete respect and confidence of all United States officers with whom he came in contact. Through his keen analytical ability, high integrity, effective diplomacy and impartial judicial approach, Major Buckley both ably represented his own country and contributed immeasurably to the objectives of the Combined Munitions Assignments Board in achieving an equitable distribution of Signal equipment between United Kingdom and Allied Forces. His sound judgment and deep understanding of the United States as well as of British supply problems were a great contribution to the combined military effort."
