Lieutenant Colonel Webb played a leading part in the formulation of policy and the direction of field operations incidental to the recovery and restoration of art objects looted by the Nais. His high spirit of cooperation, sound planning ability, and superior devotion to duty won him the confidence and esteem of his American associates and contributed immeasurably to the effectiveness of the restitution program."
