"This officer was Civil Affairs Officer in ORTONA from the beginning of February to the middle of April 1944 during which time the town was subjected to frequent heavy shelling.

By an extremely high standard of devotion to duty and by his firm and tactful handling of the shaken and demoralized people he secured their active co-operation with the Armed Forces.

By his tireless efforts and compelling personality he succeeded in restoring an ordered life for the civilians in this battered city and engendered amongst them a confidence to the Allied cause which remains unimpaired."
