"For heroic achievement in action against the enemy on 17 December 1944, in Belgium. Technician Fifth Grade Garrett, observing a wounded comrade fall in an exposed location, left the protection of a small ditch, and carried the helpless soldier through intense machine gun and small arms fire to a place of relative safety. Later that day, Technician Fifth Grade Garret displayed calm leadership as he led a small group of men over difficult and hazardous terrain to friendly lines."
