"I would like to recommend very strongly Commandant André MANUEL of the Fighting French Forces for the immediate award of an O.B.E.

Commandant MANUEL has worked for us for two years and has always been of the greatest assistance. Last November he undertook a mission in France which was most successful. He showed outstanding enterprise and courage in re-organising two of our existing organisations to great advantage. He then returned to this country, bringing with him information which has been extremely valuable for our work in France.

General de Gaulle has agreed that this recommendation should be submitted.

I am sending a copy of this recommendation to the Foreign Office.
