"For meritorious achievement in connection with military operations in the Mediterranean Theater of Operations from 1 June 1944 to 7 April 1945. As Chief of Operations Sub-Section, G-3, Allied Force Headquarters, dealing with all operations matters in connection with the Balkans, Lieutenant Colonel Orr, was responsible for the planning and mounting of operations in Greece and Jugoslavia, and for the day to day detailed planning and coordination of Allied Army, Navy and Air Force. His leadership was examplified in the efficient functioning of his integrated Sub-Section and by his high professional attainments, indefatigable zeal and thorough grasp of many complex problems, he contributed greatly to the success of operations in the Mediterranean Theater of Operations. Entered service from Camberly, England.
