"For exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Operations Officer on the Staff of Commander Service Squadron, South Pacific Force, from 19 November 1943 to 25 May 1944. During this period, Captain Bard scheduled the movements and initiated routing orders for all service squadron vessels in the area. He provided surface transportation for movements of organized units, cargoes, and logistic support for our successful operations in the Solomon Islands and Bismarck Archipelago area. Through his keen foresight, all requirements of our forces afloat and ashore were promptly met, thereby enabling them to exert their greatest strength against the Japanese and administer a series of overwhelming defeats. His initiative and tireless efforts were in keeping with the highest traditions of the United States Naval Service."
