"For conspicuous gallantry and intrepidity as Plotting Officer, attached to the U.S.S. PICUDA (SS-382), during the FOURTH War Patrol of that Submarine in enemy Japanese-controlled waters in the East China Sea Area from 27 October to 2 December 1944. Demonstrating sound judgment and skill in the coordination of important information, Lieutenant Griggs rendered valuable assistance to his Commanding Officer in conducting attacks which resulted in the sinking of more than 30,000 tons of enemy shipping and in the damaging of 10,000 additional tons. By his courage and devotion to duty, Lieutenant Griggs upheld the highest traditions of the United States Naval Service."
