Biography

On December 14th, 1939 under the command of Phillips the British submarine HMS Ursula attacked the German light cruiser Leipzig in the Elbe estuary. Although the submarine fired six torpedoes, the Leipzig was missed but the destroyer escort F9 was sunk.
