Awarded for gallantry involving in the sinking of H.M.S Dunnoon on 30 April 1940 whilst mine-sweeping off the coast of Great Yarmouth. Hess lost his life in October 1941 while serving on H.M.S. Gnat torpedoed by U-79 off Bardia.
