"Displayed exceptionally meritorious conduct in the performance of outstanding services from 10 November 1944 to 22 August 1945, while in the European Theatre of Operations. As Chief of the Tabulating Section of the United States Strategic Bombing Survey, Colonel Sunderland showed great initiative and energy in setting up and maintaining machine record units Great Brittain and occupied Germany. He originated procedure whereby all attack data of the Army Air Forces and Royal Air Forces were made easily available for study by the research analysts of the Survey, thereby contributing immeasurably to the successful attainment of the objectives of the Survey, to the prosecution of the war against Japan, to the future planning of the national defense, and to the control of occupied Germany."
