Citation:
"This officer was locally recruited early in 1943 by an organiser in the AUBE department.
He was subsequently appointed second on command of the circuit, and took a very active part in organising sabotage. He personally led an attack on the locomotive sheds at TROYES which resulted in the destruction of 12 locomotives.

In November 1943, MULSANT came to the U.K. for training, and was parachuted back into FRANCE in March 1944 as organiser in the SEINE-et-MARNE. With great energy and drive he built up an effective circuit which carried out effective attacks on enemy communications on and after D-Day. MULSANT personally led all the most important operations. On 13 July 1944 he was arrested by the Gestapo.

It is recommended that this oficer be awarded the Military Cross.

Since this citation was prepared, it has become known that Captain MULSANT was executed at BUCHENWALD concentration camp on 5 October 1944."
