"As Commandant of the Polish Institute of Technical Research, General Staff, Polish Army, from January 1941 to December 1943, Col: Witkowski rendered very valuable services in the selection of qualified officers of the Polish Army for employment in the Research Design, and Inspection Departments of the Ministry of Supply.

The officers so employed, to the number of approximately 300, have almost invariably shown a high standard of technical efficiency and personal qualities and they have been of the greatest value of filling Technical Staff appointments for which suitably qualified officers of the British Army were in woefully short supply.

Through the cordial co-operation of Col: Witkowski and his staff many difficulties over the selection and conditions of employment of these Polish Officers were speedily overcome and their technical knowledge and skill used to the best advantage. It was largely owing to the initiative and keenness of this officer that the scheme of employing Polish technical officers in our establishments was successfully launched, and worked so smoothly to the advantage of the United Nations. I strongly recommend him for this award.
