"For exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Medical Officer-in-Charge of the Hospital Unit of Cub Three from 6 March 1943 to 16 February 1944, and as Medical Officer in Command of U.S. Naval Base Hospital No. 11 at Munda, New Georgia, from 17 February to 29 May 1944. Captain Barbour displayed exceptional organizational ability in formulating the plans for the construction of the unit prior to embarkation from the United States. Under his leadership, after selecting a permanent site, the hospital was completed and ready for full operation just sixty days after the landing at the site had been made. The success of the command, during a critical period of the war in the South Pacific was largely due to his leadership and thorough knowledge of medical administration. His professional skill contributed to the saving of many lives and his conduct was at all times in keeping with the highest traditions of the United States Naval Service."
