"Distinguished himself by extraordinary achievement while participating in aerial fligth on 5 April 1999 in support of Operation Allied Force. On that date, Captain Heft was lead of a two-ship night vision goggle mission against heavily defended Nis airfield located in the Former Federal Republic of Yougoslavia. With the close proximity of the targets and the time over target window available, Captain Heft was insturmental in the design of a double-element, multiaxis attack that would allow for the simultaneous destruction of all four hangars and ensure deconfliction of all four aircraft in the target area. His flight destroyed the targets, ensured deconfliction from the other element, and defeated multiple surface-to-air missiles. On egress, Captain Heft's aggressive defensive reaction and threat call ensured his flight's safety. His skill and bravery enabled him to execute a difficult attack and defend his aircraft so that he could fight again. The professional competence, aerial skill, and devotion to duty displayed by Captain Heft reflect great credit upon himself and the United States Air Force."
