"For meritorious service in Germany from 27 October 1944 to 23 February 1945 in connection with military operations against the enemy. During all fases of the operations, Private First Class Oliver moved bravely over shell swept terrain, risking his life continually in administering first aid to the wounded and evacuating them to positions of comparative safety. He always placed the successful accomplishment of his mission above his own welfare and safety, and his courage and devotion to duty not only saved countless lives but was an inspiration to all with whom he cam into contact. The technical skill and domitable bravery displayed by Private First Class Oliver reflect highest credit upon himself and the military service."
