The Ukrainian State was proclaimed on June 30, 1941 with the support of the Organization of Ukrainian Nationalists (OUN). Yaroslav Stetsko was proclaimed head of government that day. Nazi Germany dissolved this government on July 11-12, 1941, after which the state was absorbed into the General Government and Reichskommissariat Ukraine.
After the dissolution of the state, the OUN-B faction was actively persecuted, while its rival OUN-M faction enjoyed tolerance support from the Germans. Between 1941 and 1942, this faction managed to accumulate a lot of administrative power, until they too were persecuted by Germany.
The OUN as a whole was actively involved in a guerrilla war with Germany between 1943 and 1944, followed by an active fight against the Soviet Union. During that period, various factions were grouped under the so-called Ukrainian Supreme Liberation Council. This organization had its own award system.
