"Mr. Tanner, being of Swiss nationality was not interned. He came to the aid of the allied prisoners of war out of his own free will and well aware of the many risks he took. Mr Tanner established an organisation which collected a great quantity of medicine and a large amount of money which were smuggled into the different P.O.W. camps with the help of the same agents who rendered such valuable services to the organisations of Mr. Heath and Mr. Hempson, viz Nai Boon Phong and Nai Soon Lee.
It is only because Mr. Tanner as a Swiss national may not accept a foreign decoration that no such distinction was conferred upon him."
