Khorloogiin Choibalsan was born in Tsetsenchanskii ajmak on February 8th, 1895, then in China. Originally he was to become a Lamaistic Monk and came into contact with Russian Revolutionary during a visit to Siberia. He erected a revolutionary organisation in 1919 and joined the Damdin Sukhbataar in 1921 in order to make it into the Mongolian People's Revolutionary Party.

In 1921 Soviet forces entered Urga and erected a Soviet State with Choibalsan as Deputy Miniter of War. He was appointed President of Mongolia on January 24th, 1929, a function he held until April 27th, 1930. On March 24th, 1939 he was appointed Prime Minister of Mongolia. He remained in office until his death on January 26th, 1952.
