Awarded by Governemental Decree in 1942, for wartime air raids during the fightings in the Dutch East Indies, particulary for bombing a Japanese Destroyer of the coast od Northern Borneo, near Mirie.

Second Flying Cross was first granted by Royal Decree No 2 on December 21st 1944, but was on February 24th 1945, withdrawn with Royal Decree No 10 and was replaced by the same Royal Decree with the text: "The Flying Cross (second time) to 1st lieutenant Vlieger-Waarnemer J. Cooke granted while belonging to a crew of two planes, intended for throwing leaflets above Batavia and Bandoeng flown from Australia, showing courage and perseverance during implementation of this action on September 24th 1944, where also some occupied Japanese buildings in these places was fired upon."
