Citation:
"For extraordinary achievement while participating in serial flight as bombardier in a B-25 type aircraft. On 21 May 1943, Captain Rulien flew as lead bombardier of a twenty-four plane formation attacking an enemy airdrome at Millacidro, Sardinia. Upon the approach to the target, intense anti-aircraft fire enveloped the formation, destroying two B-25's and heavily damaging his airplane. Displaying great courage and superior professional skill, in the face of this strong resistance, Captain Rulien remained at his bombsight and guided his pilot on a perfect run over the objective. With all bombers releasing on his sightings, a concentrated pattern of bombs in the target areas inflicted great destruction and damage on this vital airfield. On many combat missions, his outstanding proficiency and steadfast devotion to duty have reflected great credit upon himself and the Armed Forces of the United States."
