"In the initial stages after the advance towards ARNHEM Lt-Colonel BLAAUW was NMA Commissioner for NIJMEGEN.
His active administration during the period when the town was under heavy enemy fire greatly assisted the Armies in dealing with civil problems. Subsequently Lt-Colonel BLAAUW became the Provincial Military Commissioner for the Province of GELDERLAND.
In this capacity he had civil responsibility for most of the area of active operations around NIJMEGEN and has had more dealings with Allied troops than any other Netherlands Commissioner.
His zeal and ability have contributed largely to the smooth handling of the civil population in the difficult area."
