"Lieutenant-Colonel Capelle has, by his keenness and capable handling, welded together a fine unit. The damage to Caen and the layout of the city prevented free movement of traffic. A relief road was required. In spite of many obstacles this officer, with his own battalion and five other units under command, organized and built four miles of paved road in three weeks in August 1944."
