Citation:
"For meritorious achievement while participating in an aerial flight along the western coast of Formosa on 7 February 1945. Major Adams led a section of 6 P-51 aircraft which flew as cover for B-25's on a low-level strike against shipping along the western coast of Formosa. While the bombers were strafing and bombing a freighter, Major Adams sighted a small enemy submarine surfaced approximately 300 yards from shore. He led his flight on a straifng run over the vessel and scored hits aft and around the conning tower. Coming in for a second pass, he and his pilots scored additional hits on the submarine and it rolled over and sank. The courage and devotion to duty displayed by Major Adams during this flight reflect great credit on the United States Army Air Forces."
