“At Razmak on 13 December 1943, while withdrawing to camp from the training exercise, casualties occurred in a section on a forward slope. Having gone forward at his own request to effect their evacuation, Capt. Lockey first organised covering fire and then took three men down the forward slope and in two trips recovered all four casualties, with their weapons and equipment, under heavy enemy fire.
Having withdrawn his company to camp in gathering darkness through constant attacks from rifle and knife parties, Capt Lockey took out a patrol of 30 men to search for wounded men. This he conducted with skill and thoroughness and succeeded in bringing in three more casualties, although it was now quite dark and increasing numbers of hostiles were entering the area in search of arms and equipment.
This officer displayed exceptional courage and power of command both by day and by night, and inspired his men by his determination and coolness under fire, in addition to preventing rifles and ammunition falling into enemy hands and saving the lives of wounded men at great personal risk.”
