Rev. Sjouke Rijper was born on 12 September 1884 in Amsterdam. He was married to Anna Margaretha Catharina Ros. After a career in education and as a pastor in Argentina and the Netherlands, he settled in Amersfoort as a retired pastor. His son Frans worked as a volunteer at the land registry office, where he came into contact with illegal activities. Klaas Rijper, brother of Frans and Hendrik van Dijk – a person in hiding staying with them – followed Frans into illegal work. They hid weapons in their home, which their mother knew about, but not father Rijper. Father Sjouke did not concern himself with such details, because he considered such activities an obvious duty. Klaas, Frans and Hendrik were betrayed and arrested.
