Member of the resistance belonging to the Amersfoort branch of the Ordedienst (also known as the group of Captain Boers).
He was arrested on 4 November 1941 for espionage and arms smuggling. From the time of his arrest until 15 March 1942, Mulders was held in the Oranjehotel. On 11 April 1942, a German court martial sentenced him to death. After being transferred to Germany, he was executed along with 61 fellow OD members (including six fellow townspeople) and nine members of the Mekel group.
On one of the memorial stones of the war monument in Fort de Bilt, he is listed under the name J.C. Mulder. It is incorrectly stated that he was killed in Fort de Bilt. In the Rustenburg district of Amersfoort, Muldersstraat is named after him.
His body was cremated in the Sachsenhausen concentration camp.
