Lived in Amsterdam, Willem de Zwijgerlaan 7. Married to Hermina Susanna Roeloffina Degen, who died on 28 November 1996 at the age of 94. Rattan goods trader/workmaster and Dutch Labour Service officer. Dutch Reformed. Ex-sergeant Landstorm. Member of the resistance belonging to the L.O. and the Intelligence Service North Holland.
At the request and more or less on the orders of the staff of his resistance group, he reported to the Opbouwdienst and the Nederlandse Arbeidsdienst with the intention of gathering as much information as possible about the officer. He was also involved in acts of sabotage, such as the destruction of mobile equipment in a garage in Doorn. At the beginning of September 1944, Stokmans was ordered to leave for an airfield in Germany with two vehicles, weapons and equipment and 25 men from the Nederlandse Arbeidsdienst (Dutch Labour Service). Taking part of the NAD archive with him, he went into hiding with resistance fighter Aloysius Christiaan Naarstig (15 February 1895 Amsterdam - 8 March 1945 Amsterdam). On 18 February 1945, he was arrested in the home of shoe shop owner Naarstig at 31 Beethovenstraat in Amsterdam. He was executed by firing squad near Rozenoord on the Amsteldijk as retaliation for the assassination attempt on SS-Befehlshaber Hanns Albin Rauter on 6 March 1945 near Woeste Hoeve.
The Stokmansplantsoen in IJmuiden is named after him.
