"For exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Administrative head of the Casualties and Benefits Programs of the Navy from September 1, 1942, to July 27, 1944, and as Director of Dependents Welfare Division from July 27, 1944, to September 24, 1945. Discgarging with initiave and understanding his important duties throughout this period, Captain Jacobs administered a multiplicity of large activities whose success was essential to the maintenance of a high morale among Naval personnel and their dependents. He participated actively in drafting amendantory legislation for both the Servicement's dependents Allowance Act and the Missing Persons Act; he developed the Family Allowances program to a large activity, handling today one and a half million active cases involving three million dependents; he directed pgrograms to handle decisions concerning mustering-out payment cases, six months death gratuity and allotments and allowances for dependents of missing personnel and prisoners of war; he supervised the Navy's Casualties and National Services Life Insurance programs and a new casualty reporting system and, in addition, developed effective liasion with various outstanding relief and welfare organizations while representing the Navy on seven boards and committees concerned with with drafting and administration of legislation important to Navy personnel and their dependents. By his judgment, perseverance, professional ability and devotion to duty, Captain Jacobs contributed to the achievements of the Navy's Casualties and Benefits Programs and to the success of the Dependens Welfare Division."
