The following newspaper article (dated 02.06.1941) describes why Wolfram received the Knight’s Cross…
"Vizeadmiral Wolfram, Commander of the North Sea Security Forces, has achieved much with his subordinate light naval forces. In the last three weeks alone, 18 enemy aircraft were shot down and 7 damaged. Due to his wealth of personal experience from the last war and tremendous energy (which he continues to exude amidst the changed situation in coastal waters during the present war) he has managed to raise an excellent fighting spirit in his forces, allowing them to reach for the highest possible achievements. Vizeadmiral Wolfram himself has participated in numerous front-line sorties whenever difficult tasks required his personal involvement. Especially in recent times he has personally participated in operations among his forward units with the intent of testing new ways to defend against low-flying aircraft. The award of the Knight's Cross of the Iron Cross to Vizeadmiral Wolfram must at the same time be considered an achievement of the naval forces subordinate to him as well."
