    "Throughout the campaign in NW EUROPE Lt-Col LUSHINGTON has commanded his Regiment with considerable distinction. His Regiment was continuously in action during the fighting in HOLLAND and took part in the major engagements with the enemy in that country. His leadership and courageous example were responsible for the efficient and extremely accurate shooting of his guns at all times, even under the worst possible conditions, and materially assisted the victorious result of the battle for the liberation of HOLLAND in which his Regiment took part."

    "Lt. Col Lushington has been responsible for the past two years for the operational planning in EAOR. His work has at all times been of the highest order and he has shouldered responsibilities far in excess of those normally expected of a first grade Staff Officer in representing the Commander-in-Chief in Allied and inter-Service negotiations and conferences.

    His responsibilities have included liaison with the Western Union Planning Staffs and with those of the American and French Occupation Forces. It is largely due to his competent and tactful handling of these duties that inter-allied planning relationships in Germany are extremely friendly and that the planning machinery runs so smoothly and effectively.

    In handling very important negotiations Lt. Col Lushington has shown outstanding tact, skill, ability and devotion to duty, which, merits recognition. I strongly recommend him for the award of an O.B.E."

    During this period and especially recently, he has had particular responsibilities with regard to dealing with the Iraq Army as a whole.

    He has the complete confidence of the CGS of the Iraqi Army and has played a very remarkable part in assisting them with their war plans.

    At the same time he has had to steer a very careful course with regard to other nationalities there and entirely by his character, ability and patience, he has achieved remarkable results. It is no exaggeration to say that our influence and prestige in Iraq over the last years has depended to a very great extent on the work done by Brigadier Lushington."
