For exceptionally meriterious conduct in the performance of outstanding services from 8 July to 8 September 1943 . Displaying unusual competence and physical endurance. Lieutenant Baxter directed, supervised, and performed the services of her corps for the 21 st General Hospital while caring for almost three times the rated capacity. This service was immediately followed by another strenuous period when she was treating large numbers of British paratroopers who were diligently preparing for Sicilian and Italian invasion. By her conscientious devotion to duty and exceptional ability, she trained and directed enlisted personnel of her section to perform their duties in a highly successful manner, thus contributing materially to the Allied war effort.
