"For acting as our representative with Partisan Naval H.Q. since 12th November, 1943. He has worked extremely hard and has succeeded in establishing exxtremely good relations with the Partisan Command which should be of considerable value to us both now and in the future, and is largely responsible for the Intelligence network which has been built up on the Dalmation Coast.
Information from agents established by COOKE has resulted in successful naval and air strikes against enemy shipping."
