"The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Harvey Allan Todd, United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Office of Strategic Services, during the period 17 September 1944 through 1 May 1945, as an organizer with resistance groups in enemy-occupied Holland. After being parachuted into Holland to take up resistance activities, Lieutenant Todd became involved in fierce fighting against overwhelming numbers of the enemy during the Arnhem Bridge engagement. Although wounded, he remained heroically for three days on the roof of a target building, inflicted heavy casualties upon the enemy and rendering invaluable service. Later, he assumed command of badly disorganized groups and, working under conditions of appalling difficulty, brought order to the situation. Lieutenant Todd's extraordinary courage and leadership under heavy enemy fire were an inspiration to his associates and reflect great credit upon himself and the United States Army."
