"During air raids Armstrong, regardless of falling bombs and raging fires, has delivered messages and thus enabled the services to co-operate. On one occasion he was blown by blast from his bicycle but he continued his journey on foot. When incendiary bombs started a fire, Armstrong obtained a length of hose and a ladder, he mounted the ladder and from a very dangerous position played on the cross beams of the roof. Whilst so doing H.E. bombs fell in the surrounding streets. Armstrong, who is only 16 years of age and not in robust health, showed great pluck and determination."
