"Lt-Col J.H. CUBBON commanded the 2/5 Leicesters Bn during the period 46 Div's stay in GREECE. Finally he moved his Bn to the EPIRUS Province and became responsible for internal security and local administration within this province. EPIRUS was a difficult province, mounainous, bad roads and a population at that time not too friendly to the occupying troops.
Lt-Col CUBBON displayed every foresight in the way he took hold of this situation and in a short while succeeded in disarming most of the armed bands and restored the province to basis of security. After this he devoted himself untiringly to rehabilitation and relief and by his efforts was responsible for introducing into this sorely tried province a great measure of relief. In addition he gave valuable assistance to the formation of the Greek National Guard. I am of the opinion that EPIRUS in those days owed a lot to Lt-Col CUBBON and his Bn and I was impressed by his display of ability, organisation and tact and can say that during this period he represented the British Regt Officer at his best."

"Brigadier CUBBON on arrival in Malaya in May 1956 took command of an Infantry Brigade. It was his Brigade that in October 1956 was responsible for action against the rioters in Singapore and his firm handling of the troops under his command was directly responsible for the rapid checking of riots which might well have got completely out of hand. In particular his tact, and resulting friendly relations with the civil authorities were of incalculable value.

In August 1957 Brigadier Cubbon became Brigadier Administration of the newly formed Headquarters Overseas Commonwealth Land Forces and he was directly responsible for the transfer of responsibility from old Malaya Command to the new HQ. The fact that the two Headquarters were seperated by some 50 miles made this a formidable task and involved not only the transfer of work but also the physical move of officers and Other Ranks and their families and of the large civilian staff. The task of housing the large increased staff of OCLP was a problem that could really have resulted in inefficiency at the new Headquarters, but his care and very detailed arrangements led to a smooth transfer of duties and the minimum of inconvenience to families.

In effect a major reorganization on Merdeka Day passed almost unnoticed and the newly born HQ OCLF functioned smoothly and efficiently from the first day - this is due to a large extent to the work of Brigadier CUBBON and it is work most worthy to recognition."
