"For meritorious service which has aided the United States in the prosecution of the war against Japan in the Southwest Pacific Area, from 1942 to 1945. During the Japanese occupation of the Philippine Islands, Father Kelly, a Catholic priest in the Malata Church, gave outstanding service to the internees and prisoners of war, acting as contact man between them and their families. Although often being cruelly beaten, he gave food, shelter, medicine and money to all in need and helped escaped prisoners until he was executed by the Japanese. By his outstanding bravery and devotion to duty, Father Kelly made a distinct contribution to the cause of freedom."
