"For heroism and extraordinary achievement in aerial flight as pilot of a Torpedo Bombing Plane in Topedo Bombing Squadron FOURTEEN, Operating from the U.S.S. WASP, during action against enemy Japanese forces in the Philippine Islands Area, September 21, 1944. Participating in a daring strike against hostile shipping in Manila Bay, Lieutenant, Junior Grade, Hoffmann defied the enemy's shattering antiaircraft fire and fierce aerial opposition to press home his attack and, flying at a extremely low attitude, released his torpedo, scoring a damaging hit which contributed essentially to the sinking of a large enemy cargo vessel. His superb airmanship,cool courage and inspiring devotion to duty were in keeping with the highest traditions of the United States Naval Service
