"For services as Assistant Chief of Staff, G-3, of the Fifth Army from his appointment of June 11, 1943, to the capture of the Volturno River line in the Italian Campaign, October 13, 1943. He exhibited extraordinary executive ability and judgment in supervising the detailed planning of the amphibious operation against tthe mainland of Italy. He also supervised the training of Fifth Army units at several large training centers in an outstanding manner. As chief of the planning staff for the Fifth Army's amphibious operation against Italy, he, with forceful leadership and indefatigable energy, coordinated the work of his group with the various associated American and British air and naval agencies. In addition he had the responsibility of preparing the G-3 plan of the operation. As G-3 in the operation itself, he exhibited the outstanding judgment and skill in asisting the coordination of the execution of the tactical plan by which severe enemy resistance to the landing was overcome."
