"For exceptionally meritorious conduct of outstanding services in the Mediterranean Theater of Operations. From 17 August 1943 to 25 July 1945, Colonel Tingay, with superior administrative skill, directed and expanded the dental service in the entire Theater. Under his supervision heavy demands for dental treatment were efficiently accomplished and thousands of soldiers were dentally rehabilitated for useful duty. Following a detailed study he revised the dental equipment lists throughout the Theater and the resultant systematic requisition, receipt and distribution of dental supplies materially increased the efficiency of the Dental Corps. He established in forward areas prosthetic dental facilities which reduced the evacuation to the rear of otherwise healthy combatants...."
