"Colonel Thrun personally supervised the development and operation of the organization responsible for establishing the basic quantities of all major items of ordnance material for procurement and supply of the Army. Of particular note was his establishment of a method of computing requirements for aircraft armament and the adoption of tabulating machine process to the computation of allowances. He at all times displayed persevering devotion to duty and his successful accomplishment of a very difficult assignment materially aided in the major war effort."
