    "As Director, H.Q. Section, Civil Affairs Staff and Chief of Staff to D.C.C.A.O., HQ 21 Army Group, COLONEL A.E. HODGKIN, M.O., R.E., has rendered highly meritorious service to the C-in-C in the fulfillment of his Civil Affairs mission in Liberated Territories. Not the least of his achievements has been his successful fusion of this entirely new and complex Branch into the whole staff structureof this Army Group Headquarters. Since its inception in December 1943, Colonel HODGKIN has been responsible for creating the organisation and the subsequent planning for operations of the C.A. Branch. His wise foresight and unremitting efforts combined to produce measures which were proven to be fundamentally sound in their conception and wholly successful when put into practice."

He was very largely responsible for the planning of the operations carried out by the Civil Affairs organisation of 21 Army Group in France, Belgium and Holland, and subsequently by Military Government, vision and continuous industry have contributed in an outstanding degree to the successful administration of Civil Affairs in the liberated countries and of Military Government in Germany.

    His contribution in this respect has been conspicuous."
