While serving with the Office of Strategic Services, European Theater of Operations, he rendered extremely valuable services in the organization and development of special activities conducted by the Office of Strategic Services in direct support of the Allied Army Forces. His complete devotion to duty, his extraordinary imagination and resourcefulness, and the confidence he inspired in the fulfillment of these services were in every way outstanding. The actions of Captain Armour throughout this period of duty reflect the greatest credit upon himself and the Armed Forces of the United States."
