"For exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from March 1943 to August 1945, while serving as a member of the Secret Intelligence Branch of the Office of Strategic Services. As a result of Lieutenant Andrews' initiative, planning, and personal work, sometimes under the most difficult conditions, one of the most productive sources of intelligence and sabotage, consisting of hundreds of well organized, daring, and well trained secret intelligence agents and saboteurs, was expanded and integrated into a working unit to bear more directly against the enemy in Europe, and made available to the United States Government's intelligence services. The imagination, skill and tact exhibited by Lieutenant Andrews in carrying out the task assigned to him reflected great credit upon himself and upheld the highest traditions of the United States Naval Service."
